The More Economic Recruiting Center (M.E.R.C.), A.I.M.'s bargain-basement competition, was set up by Speck, a former A.I.M. operative. Personnel offered by Speck are usually very cheap, but rather useless.

They work for daily wages, but they don't have to get paid up front. Speck won't press the commander for their wages, but will eventually bring it up.

At the beginning your choice is just 6 mercs from the total of 10. To be able to hire the rest you have to employ some of the initial ones and keep paying for their services. Without this incentive, Speck will complain about funds being insufficient to recruit new personnel.
