She is down near the mine entrance, I think she is the only female NPC in the game with red hair. Walk up and talk to her, she will turn hostile, Kill her. Return to Carmen in Cambria for your reward.

TIP: If you have a spare merc, leave them in cambria while you do these quests so, when you complete it you can instantly get the next quest instead of walking back and forth wasting game time.
