When in the Laboratory in the main building there is a surgery in a room with a couple dead animals there is a NPC, when close this mission will be marked as solved, talk to Ernest and he will call the guards, problem for him is if you have taken the level already, no guards, talk to him again, he will tell you he sent his information to Dr. Pippin in Meduna, at the end of the conversation you will get The Punishment Due quest.
