This message appears in the original Jagged Alliance game , US versions. It is part of the game "messages" detritus.
SPOILER WARNING: This refers to a mid-to-later game event, beyond Day 10 or so.
This particular one appears on the body of one of the Redshirts defending the 2nd Factory in Sector 27, and usually is encountered after the morning where Jack briefs the player about running out of processing space for the sap.
The message is a jumble of words designed to confuse the players as to its meaning. Like the Weapon Shipments, it's part of the message narrative encountered by the player to confuse or inform, which can provide a puzzle to novice or veteran players alike. Most of the messages refer to some point in the game and give valuable info. Here, the seeming mish-mash is an alternate or every-other-word cipher, though not predictably. The pictured message can be strung out into one to three lines, and the letters selected to extract the message.
NOTE: the 'writer' didn't produce a 'flawless' message, but possibly omitted a letter. The string [... -/AS/ITS/ONCE FOR/ ...] might have needed a letter between the O and N in ONCE, as in OUNCE later in the message. Those Redshirts!
